Mega Solung festival gets off to a colourful start
PASIGHAT, Sep 9: The 50th glorious centralized Mega Solung festival got off to a colourful start here today at the Giidi Notko (general celebration ground) in presence of huge gathering including MLAs Kaling Moyong, Kento Rina, Olom Panyang, DC, DIGP, SP and prominent leaders.
Inaugurating the festival, Moyong appealed present generation not to suppress ethnic languages, culture and arts in name of modernization but to tread the right path and lead the society to a newer height of development. "Younger generation should maintain the originality of rituals, ethos and values associated with the festival," he said and laid stress on the need to promote our traditional dress and attires to the outside world. Moyong also lauded the senior members of the society for their dynamism in preserving and promoting the age old culture.
Moyong praised the organizing committee members for their cooperation and Bogong Banggo for donating land to establish Giidi Notko.
While greeting the people on the occasion, he urged them to take the event as a great opportunity to show their rich culture and big-hearted hospitality. He also extended sincere gratitude to the numerous luminaries, freedom fighters, political leaders and bureaucrats who have substantially contributed on the development of the Adi community in particular and the state as a whole.
Nari-Koyu MLA Kento Rina has advised the people to develop the Giidi Notko with all facilities and amenities to serve as a singular platform for celebration of festivals of all tribes and communities in the historic town with the changing times. Rina also advised to take immediate step for construction of retaining wall around Giidi Notko from flood.
ABK President (Apex) Kengir Jamoh in his address expressed concern over the diminishing traditional dialect/language among the younger generations. He called for propagation of indigenous languages, which are dying a slow death in many areas as youngsters are preferring other common languages.
Earlier, in his keynote address, President of Pasighat of Mega Solung Celebration Committee, Er. Aken Jongkey said that the Mega Solung is the celebration of the Adi spirit. He emphasized to organize such mega cultural meets to revive and re-strengthen the tribal culture by showcasing the rich cultural traits, rituals, practices, value system and spread the message of cultural oneness at various levels. Vice-President Kaling Dai and Member Secretary Tabung Ering sought supports from all corners for successful conduct of the mega event.
It is to be mentioned here that due to inclement weather, Chief Minister Pema Khandu and RWD Minister Kumar Waii and host of other dignitaries couldn't arrive this morning at Giidi Notko. In his message to the Adi community, the CM has conveyed his best wishes for grand and successful celebration of the five-day mega Solung festival.
Other highlights of the day include traditional Tapu War dance, Ponung, folk songs and dances. On this auspicious day, some of prominent personalities and pioneers were honoured and recognized for their contributions through a felicitation program by the dignitaries. The pioneers of Central Solung and personalities felicitated on the occasion were Lt. Orin Moyong, Lt. Sutem Tasung, Lt. Takir Tayeng (Miri/Shaman) and Lt. Arunachal police rescues ULFA-I abducted man from Tinsukia
Itanagar, Sep 9: Arunachal Pradesh police today rescued son of a panchayat vice-president who was abducted by suspected Ulfa-I militants after 20 days of massive search.
Kuldeep Moran, son of Tinsukia district panchayat vice-president Ratneshwar Moran, was abducted from Nampong in Changlang district on August 1.
Highly-placed police sources from Changlang told PTI that the police team rescued Kuldeep from a cliff in a dense jungle around 10 km from Longvi village bordering Myanmar in the afternoon.
Longvi is the last village on the Indian side and several km away from Nampong, the sources said.
A day after his abduction, Kuldeep's father had received a call from someone claiming to be from Ulfa-I. The caller had asked for Rs one crore to be arranged from BJP MLA Bolin Chetia from Sadiya in upper Assam for Kuldeep's release.
The rebel group also emailed a statement to media houses seeking the ransom.
The rebels claimed that Kuldeep was indulging in extortion in the name of the Ulfa-I. Immediately after the abduction, the Assam police sought the help of Arunachal police to trace the abducted boy. PTI
Committee appeals for reconsideration of eviction order

ITANAGAR, Sep 9: Jolted by the eviction order issued by the state government through Capital Complex DC on August 28 last, the Rakap Sanglum Village Development Committee (RSVDC) on Friday appealed to the state government to reconsider its eviction order.
As per land records, the area which was proposed for establishment of Arun Medicity cum Medical College falls under notified area of Capital Complex.
In a press conference held at Press Club on Friday, RSVDC President Tadar Tash, while requesting the government to reconsider the its eviction order, claimed that in 1999, the government had approached the villagers to donate the land for establishment of 500 bedded referral hospitals. The villagers had agreed to donate with condition that land donors would be provided with C & D grade job, contract works and land compensation. It is said that out of 207 villagers, 72 families were compensated in terms of money but failed to provide other land owners, the committee said.
"We have been cultivating said land since 1983 , we donated land to government under certain conditions for establishment of 500 bedded referral hospital, but the govt has failed to come up with project due to their own fault" said Tadar Tash. The committee said that on April 1st 2016, then Chief Minister Kalikho Pul along with Deputy CM Kameng Dolo and Chief Secretary and DC Capital Complex visited the site and assured the villagers to provide jobs as compensation and also resettlement package within the area of 20 acres land with developed structures for affected villagers.
Subsequently the ADM-cum-Chief Estate Officer Itanagar had surveyed the actual land affected people in which more than 90 houses including 207 land owners were identified, the committee added.
"Instead of addressing our problems the government has issued eviction order, which is very unfortunate. We appealed to the new government to continue the initiatives initiated by late Kalikho Pul and expedite the project" said Tadung Yangfo General of the committee. He also appealed to the government to revoke the eviction order.
DCM Mein assures all support to mountaineering sports
ITANAGAR, Sep 9: Assuring to extend support to the mountaineering sports, Deputy Chief Minister Chowna Mein stated that growth in mountaineering and adventure sports activities in the state will not only lead to greater tourist flow but also would provide a means of employment to the local youth and lead to the overall development of the far flung regions.
DCM Mein said this to a delegation consisting of Everesters Anshu Jamsenpa and Tine Mena, Arunachal Mountaineering & Adventure Sports Association, president, Tsering Wange and Adventure, Cell In-charge, Dr. Romeo Meetei, who called on the DCM on Friday.
Mein also inquired about the functioning of National Institute of Mountaineering & Adventure Sports (NIMAS). He expressed happiness with the achievements of state mountaineers who has not only brought name and fame to the state and the country but also has become a role model for the youths at large.
The members appraised the DCM about the huge potential and prospect of mountaineering and adventure sports in the state.
Expedite land acquisition process, says Tawang DC
TAWANG, Sep 9: Tawang Deputy Commissioner, Sang Phuntsok has asked the concerned agencies to expedite the land acquisition process to gain confidence of the villagers. The DC was speaking in a meeting to discuss the land acquisition cases in Tawang and was taking stock of the various pending cases wherein no compensation has been paid to the villagers yet.
ZPC Jambey Tsering, representatives of BRTF, ITBP, SSB, administrative officers, GBs and PRI members of the district attended the meeting.
The quality of the BCT and other roads were also discussed at length.
Commander, 763 BRTF informed that the 10 kms stretch between the Sela and Jaswant Garh would be taken up as a pilot project and assured of its completion within the next two months.
While emphasising on taking villagers into confidence before initiating any work, DC advised that all works are to be routed through the concerned administrative officer. With regard to the construction of roads, he suggested that alignment should be such chosen that least disturbance is caused to the forest and utmost care is to be given so as to prevent any damages to the areas considered holy by the locals.
Further, the DC advised the agencies to take into consideration the muck disposal plan so as to prevent the damages caused due to haphazard disposing off of soil after earth cutting.
The DC also directed the ITBP and other concerned agencies to have proper coordination with the administrative officers who are also the issuing authority of grazing permit so as to rule out unnecessary harassment caused to the villagers. DIPRO
Drug peddlers arrested
TEZU, Sep 9: Tezu Police have apprehended two drugs peddlers and seized from them 19 grams (approx) of suspected brown sugar this evening.
Acting on specific information, the police team under the command of Lohit Deputy Commissioner intercepted the car (I-20),
in which the drugs peddlers were proceeding towards Tezu from Namsai, near Lohit Bridge at around 6.10 pm. After a brief chase, the police team was able stop the car and recovered five plastic pouches containing pink colour powder suspected to be brown sugar from their possession.
The driver of the car has been identified as Constable Chow Enshen while his accomplice has been identified as Akaiso Towang.
Later, they were handed over to Tezu Police for registering a case against them under appropriate section(s) of the law.

Rains continue to snap surface communication in West Siang
AALO, Sep 9: The night long torrential rains of Thursday night has disrupted the surface communication and caused large scale devastation to properties in many places of West Siang.
The Aalo- Pasighat road was totally cut of this morning and Pasighat bound passengers Tata Sumos and private vehicles from Aalo were stranded at the block point between Logum Jini and Pangin.
Flash floods continued at Ego Bango area and people are still reeling under flood. The roads, WRC fields, dwelling places, godowns etc at low lying places are adversely affected.
The district administration is keeping close vigil on monsoon related disasters and all necessary directions have been given to all administrative officers, executing agencies, related departments through series of meetings. DIPRO
Minister UD inspects projects within Capital Complex
ITANAGAR, Sep 9: Minister UD, Town Planning, Municipal etc., Nabam Rebia on Friday inspected projects in Itanagar Capital region which are being executed by the Urban Development & Housing.
The minister was accompanied by UD, Chief Engineer cum Director, Taba Tedir alongwith engineers and contractors.
The projects inspected were -- DUs BSUP Project, Inter State Bus Terminal and Inter State Truck Terminal at Nirjuli, and Multi Level Parking Lots and Convention Halls at Itanagar.
Impressed with the quality of the works of Inter State Bus Terminal, Rebia stated that this would be the largest in entire Northeast, once it is completed and commissioned, besides catering to the need of the citizens and earning revenue.
Visiting the construction of Convention Halls at Itanagar, Rebia also advised the departmental engineers to expedite conversion of one of the mini conference halls to home theatre for earning more revenue and providing entertainment to the citizens. However, he categorically advised the engineers of the department to ensure quality of the works and timely completion of the projects.
The Minister also emphasised for completion of ISBT, ISTT and Parking Lots within two to three months period. Rebia also instructed the department that the Parking Lot at Bank Tinali constructed at cost of Rs.3.00 Crores should be outsourced immediately to local unemployed youths for benefit of capital dwellers.
Free the bonded laborers: APWS
ITANAGAR, Sep 9: All Puroik Welfare Society (APWS), Kurung Kumey district unit appealed to the State Government to release all the bonded laborers of Kurung Kumey district and settled them in suitable places.
As per survey conducted by the state and district units of APWS along with its student and youth organizations, only 30 percent of Puroik people in Kurung Kumey are free and remaining 70 percent are bonded labourers.
The survey also revealed pathetic condition of the community members without having proper health and education facilities under bondage.
The Society, in a memorandum, strongly urged the Kurung Kumey Deputy Commissioner to look into the matter and help in uplifting the socio-economic condition of the poor and most backward community of the state.
BRTF driver still untraceable
TEZU, Sep 09: The driver of BRTF, who was swept away by mudslide in Tidding on August 31, is still untraceable.
Driver Balbir Singh of 1444 BCC (BRTF) was swept away by mudslide in Tidding while returning to the camp along with OC Deveki Nandan after a routine site inspection.
Fortunately, OC Nandan escaped with minor injuries in the mishap.
Though the vehicle involved in the mishap has been recovered from the site in a very bad condition the driver is still untraceable.
A look out notice for the missing driver was also issued by the DCs of Anjaw and Lohit separately.
Anjaw DC has requested to depute a team of experts for advance search operation. DIPRO
ZFM preparation reviewed
Ziro, Sep 9: To oversee the preparations and to ensure safe environment for music lovers who would flock Ziro to attend Ziro Festival of Music (ZFM), a meeting of the management committee and district administration was held on Thursday in the conference hall of DC office. The festival will start on 22nd of this month and end on 25th.
Chairing the meeting Deputy Commissioner Kemo Lollen, congratulated the ZFM team for introducing Ziro in the world music stage. "This is unique event will witness a huge turn up of musicians, VIPs and tourists from across the world.
We will have to work as a cohesive group for the success of the festival," he stated. DC instructed all the concern departments providing civic amenities to assist the management team in facilitating the festival ground.
SP Tage Habung emphasized the need to improve the lighting facilities around the festival ground to ensure security. He also felt the need to erect hoardings across the Ziro Hapoli Township to sensitize the locals regarding the dos and don'ts of the festival.
Director ZFM Hano Bobby in a power point informed that brand value of the ZFM stands at 5 crore as per data available from the previous editions of the festival thus contributing its bit to the vibrant economy in the Ziro Valley. All the homestays, resorts, hotels and the campsites have been completely booked for the festival days. The fourth edition this year will witness 35 bands including international bands from Italy, Israel, Nepal and Kenya enthralling the audience. There will be food stalls from South India, Assam and the Northeast India. For an international flavor "the Irish castle" will provide Irish food.
Responding to the queries pertaining to exorbitant food prices in the stalls, Bobby informed that moderated menu boards will be displayed in all the stalls to control the prices. Also to advocate responsible tourism, the usage of plastics items shall be banned in the festival ground. The plastic plates etc will be replaced by locally available leaves which will be degradable, he added.
Other issues like security water connection, garbage management, traffic management, medical facilities, ILP for the tourists etc were discussed in detail. District Tourism Officer Dikchu Raji appealed for peaceful celebration of the festival. DIPRO
Governor, CM extend Pham Kho Sowa greeting
ITANAGAR, Sep 09: Governor JP Rajkhowa has extended warm greetings to the people of the State in general and Khowa brethren in particular on the festive occasion of the Pham Kho Sowai festival. The Governor expressed hope that the festivity will usher in good harvest, prosperity for all.
In his message, the Governor said that most of the Tribal societies belong to the agrarian community. As such their festivals are mostly related to different stages of agricultural practices. These annual celebrations help in preserving the age-old distinct culture and traditions.
I am sanguine that Pham Kho Sowai Festival of Khowa Tribe also known as Bugun Tribe will continue to act as a medium through which such rich heritage continues, he added.
On this joyous occasion, I join my Khowa brethren in offering prayers to Almighty for good health, contentment, and happiness, the Governor said.
Conveying his best wishes on the occasion of Pham Kho Sowai festival of the Buguns, Chief Minister Pema Khandu said, "I join my brothers and sisters of the Bugun community of West Kameng district in joyous celebration of the festival."
Pointing that festivals are a way of life for the indigenous communities of the state, Khandu said the celebrations are the best medium to spread the message of peace, harmony and brotherhood.
"Our festivals are our identity. The many indigenous festivals celebrated across the year tell the story of our unity in diversity. Let's celebrate our festivals with the best of spirits," the Chief Minister added.
Headmaster seeks permanent solution to waterlogging problem
ITANAGAR, Sept 9: Headmaster of Govt Secondary School, Mirku T Tayeng has sought permanent solution to the waterlogging problem in his school premises and teachers' quarters.
In his letter to the East Siang DC, he informed that the school playground and teachers' quarters gets flooded.
Calling for a permanent solution such as a proper drainage system to let out the clogged drain water, he said that repeated waterlogging of the school playground may lead to its erosion as it is in the edge of Mirku Korong.
ADVDHAPC demands early disbursement of highway compensation
ITANAGAR, Sept 9: All Dibang Valley District Highway Affected Peoples Committee (ADVDHAPC) has reiterated its demand for immediate disbursement of the land compensation to the highway affected people.
In a representation to the Chief Minister, claiming that the compensation amounts have already been deposited in the bank account of the general administration, the Committee appealed the Govt for immediate disbursement of compensation for smooth execution of the highway projects without hindrance.
Assuring to extend cooperation to construction agencies in execution of two-lane trans-highway in Dibang Valley district, the Committee further expressed concern over the slow progress in construction of highway from Roing to 16 Kms on the way to Anini. "The private road construction companies had won the tender for construction works on 16 kms from Roing which are divided into few packages, but the construction works are yet to commence. Whereas in some pockets the construction activities have already begun illegally by the petty local contractors without obtaining permission for sub-contract from any authority or the tender owners," Committee claimed. The Committee further said that the construction agencies which won the tenders should take up the construction works themselves in order to maintain quality as per guidelines of the Union Ministry of Road Transport and for completion of projects within the stipulated time.
Rumour of unknown miscreants grip Roing, Tezu

ROING, Sep 9: Roing town has been gripped in fear of unknown miscreants who are apparently on a killing spree, attacking people in their homes randomly and then looting valuables, and also kidnapping small children.
OC, PS Roing has stated that it is only a rumour and no such activity has been reported in Lower Dibang Valley district and no cases of missing children registered.
Interestingly these miscreants are rumoured to be illegal immigrants who are called as 'murkatas' by some and 'chipla bhoot' by others. According to the rumours, the gang had started terrorising people in Assam, then moved to Namsai, to Tezu-Sunpura, and have now landed in Roing.
Meanwhile in neighbouring Tezu, following the fear of these 'murkatas' as well, MLA Tezu-Sunpura Dr. Mohesh Chai informed people that this is nothing but rumours. "I have already spoken to Lohit DC and SP regarding this and I have been informed that no such cases have been reported from any part of Lohit till now and it is only the rumours which are creating a lot of restlessness among the public", he said. Chai also informed that he has also spoken to the MLA Namsai to verify facts and found that no such cases have been reported in Namsai too.
Further MLA Tezu added that he has directed the SP to intensify night patrolling in and around Tezu, and has appealed the people not to panic because of rumour mongers and to immediately report any suspicious activities to the police.
Namsai leaders call for up-gradation of school
ITANAGAR, Sep 9: The public and panchayat leaders of Piyong Circle under Namsai led by MLA Chow Zingnu Namchoom in a memorandum to the Minister of Education on Friday has called for upgradation of Govt Secondary School at Ningroo to a Higher Secondary School.
The memorandum stated that this lone secondary school in the entire Piyong administrative circle is the second oldest school in the state that was established in the year 1934. The school covers 26 villages and it has 14 Primary Schools and 10 Upper Primary Schools under its feeder schools.
The students passing out from the Secondary School, Piyong have to get admission in Namsai Higher Secondary School which leads to overcrowding at Namsai Hr Sec school. The up-gradation of the Piyong Secondary School to Higher Secondary level will help minimize this problem besides catering to the long felt need of the people, the memorandum stated.
Further stating that there were no subject teachers since the last six years in Govt Higher Secondary School, Lathao, another memorandum was submitted requesting for posting subject teachers in humanities and PCM at the school.
Union Minister Mandaviya arriving on two-day visit
ITANAGAR, Sep 9: The Union Minister of State for Road Transport & Highways (MoRT&H) Mansukh Mandaviya is arriving on a two-day visit to Arunachal on Monday next. During his stay the minister is expected to visit Tomo Riba State Hospital, Naharlagun and also hold meeting with state government officials.
On Tuesday the minister will take Hoj-Potin road to visit Ziro town. He is expected to inspect national highway project being executed under National Highways & Infrastructure Development Corporation Limited (NHIDCL). The minister will also review the progress made under Trans Arunachal Highway in the state.
Let law take its own course: Society
ITANAGAR, Sep 9: While strongly condemning the September 3 last incident wherein one Mebom Jilen was attacked with sharp weapon allegedly by Lezen Gyadi, the Gyadi Welfare Society (GWS) today appealed the KKSU, GSU and other community based organizations not to give the incident a communal colour and let the law take its own course of action.
"We can feel the sentiments of victim and his family. However, the matter shouldn't be taken as communal as the incident didn't happen with preplanned or targeted manner to any particular caste or tribe. It was an unfortunate incident with Mebom Jilen," the Society said in a statement, adding that the case was registered in Itanagar Police Station and investigation is on.
Let law enforcing agency take its own course of action, the Society said, appealing the police department to thoroughly investigate to unearth the truth behind whole episode.
Airmen recruitment rally
ITANAGAR, Sep 09: Indian Air Force (IAF) will conduct recruitment rally, exclusively for unmarried male candidates of Arunachal Pradesh to join as Airmen in Group X (Technical) and Group Y (Non Technical) trades.
The rally will be held on October 1 at Dera Natung Government College, Itanagar for the candidates of Tawang, West Kameng, East Kameng, Papum Pare, Kurung Kumey, Kra Daadi, Lower Subansiri, Upper Subansiri and West Siang while it will be held for the candidates of the remaining districts at Tezu on October 5.
The requisite educational qualification for Group X (Technical) Trades) is Intermediate or 10+2 or equivalent examination pass with Mathematics, Physics and English with minimum 50% marks in aggregate and 50% marks in English, or three years Diploma Course in engineering from a government recognized Polytechnic Institute with 50% marks in aggregate and 50% marks in English.
For Group Y (Non-Technical) post, the requisite qualification is Intermediate or 10+2 or equivalent examination pass in any stream/ subjects approved by Central/ State Education Boards with minimum 50% marks in aggregate and 50% marks in English or two years certificate in vocational courses from State Education Boards/ Councils which are listed in Council of Boards for School Education list with minimum 50% marks in aggregate and 50% marks in English in Vocational Course.
Candidates born in between January 8, 1997 and June 28, 2000 (both days inclusive) are eligible to appear in the Recruitment Rally.

Clarification
ITANAGAR, Sep 09: PHE and WS Minister Takam Pario said that the MLAs of Kra Daadi did not give any assurance to All Kra Daadi District Students' Union (AKDDSU) to initiate enquiry on the allegation leveled against the Deputy Commissioner, as published in sections of local dailies, including The Arunachal Times.
"There was no reason for doing so," said Pario, stating that the minutes of the joint meeting held in his office chamber on September six was misquoted in the news published on September 9.
"We did not give AKDDSU assurance to initiate enquiry upon the allegations leveled against the Kra Daadi DC as claimed by the union," Pario said.
"Rather we agreed to extend mutual cooperation in the greater interest of the district for all round development," he said.
He further clarified that all parties, including the members of Kra Daadi District Students' Union, All Tali Area Students' Union, All Palin Chambang Yangte Gangte Tarak Langdi Students Union, Deputy Commissioner, DDSE, Circle Officer, BDO, intellectuals of Kra Daadi and the MLA Tali arrived at consensus that bandh culture should be discouraged in the district considering the importance of development in the newly created district.
"Though the issue was raised by the union, the DC Kra Daadi has clarified every points on the allegation leveled against him by them. Infact, the members of AKDDSU and others have expressed their satisfaction over the clarification and matter was resolved once for all for the interest Kra Daadi district," Pario added.
National nutrition week observed at Kimin
ITANAGAR, Sept 9: Along with the rest of the country, Kimin ICDS project observed National Nutrition Week from September 1 to 7 with the theme 'Life Cycle Approach for better nutrition'. Various programmes such as recipe competition, easy to make nutrition recipe demonstration by field staffs, weight management and its importance through BMI, nutrition rally by AWW/AWH, adolescent girls and field staffs were organized during the weeklong programme. 100 children from two schools and women folks of Kimin area participated in the programme.
Attending the programme SDO Kimin J Padung urged the ICDS team to conduct more such programmes. He exhorted the participants to avail all the services provided by the department and asked the AWWs/AWHs to carry out their duties sincerely.
Medical officer Dr Minge Tato Tana spoke on nutrition for pregnant mothers, importance of weaning food and exclusive breast feeding for six months.
Dr Duyu Meena Mudang briefed about the theme and importance of proper and balanced nutrition for a healthy life. She also pointed out some common unhealthy practices which were hampering the health of the society.
Porter recruitment rally

DAPORIJO, Sep 09: A mass porter recruitment rally was conducted at different places of Upper Subansiri district during the last weak.
Altogether, 600 local unemployed youth from the district were selected during the recruitment rally conducted at Limeking, Taliha and Nacho, which concluded on September 3.
The recruitment rally was conducted by 17 Rajputana Rifles under the aegis of 22 Infantry Brigade. The period of employment will be 180 days and each porter will be paid Rs 14000 per month besides other facilities like, free food, accommodation and medical.

FLCC organized
ITANAGAR, Sept 9: The financial literacy counseling credit camp (FLCC) was organized at Govt Middle School, G-sector and Kendriya Vidyalaya No.1, Naharlagun on Thursday.
Organized by Apex Bank Naharlagun branch and Apex Bank Women Branch in collaboration with North East Multipurpose Development Society (NEMDS) of Naharlagun and sponsored by NABARD, it was attended by more than 500 students of class 7 to 12.
Meeting held for creation of Nagar Palika/ Nagar Panchayat
ITANAGAR, Sep 9: A public meeting was convened today regarding identification and demarcation of Doimukh township boundary and for creation of Nagar Palika/ Nagar Panchayat. Chaired by SDO Doimukh Ibom Tao, it was attended by all Panchayat members, GBs, senior citizens and NGOs of Amba, Huto, Emchi, Doimukh, Rono, Sengri, Nonpu and Midpu-I villages under Doimukh circle.
While representing local MLA cum Minister Urban Development, Housing, Town Planning, Law and Judicial, his OSD Nabam Vivek highlighted about creation of Nagar Pallika /Nagar Panchayat at Doimukh and apprised the people that Minister Nabam Rebia is putting his best effort to create Nagar Panchayat for welfare of the people. He added that with changing time people must also accept new changes. He said creation of Nagar Panchayat with will pave the way for more development in Doimukh circle.
Representative from Town Planning Department Itanagar, Senior Town Planner S. Singh also briefed the people on advantages of municipality. He said that it empowers and provides greater participation of the people in administrating the urban local bodies and financial sufficiency for more development.
Town Planner Likha Suraj clarified the misconception on various issues of urban areas. During the interaction session Panchayat members and Youths expressed their views on township notification and Nagar Panchayat. PADC holds consultation with villagers on TAH
ITANAGAR, Sep 9: The Potin Area Development Committee held a meeting with Gaon Burahs and villagers on Thursday regarding pending Trans Arunachal Highway (TAH) from Potin to Bopi and Lichi to Potin (Kimin-Potin road). Chairman of committee Taba Senka lamenting over the delay in executing the TAH in the said stretch, informed that it is creating immense hardship for the commuters of Lower Subansiri district in particular and Kurung Kumey, Kra-Daadi, Upper Subansiri and West Siang in general.
Various speakers expressed displeasure over delay in construction of TAH. The meeting unanimously decided to extend support to bandh declared by All Lower Subansiri District Students Union protesting pathetic condition of Potin-Ziro road.
BSNL introduces new unlimited broadband plan
ITANAGAR, Sept 9: Starting Friday, BSNL is introducing a new unlimited broadband plan-249 for new customers at a fixed monthly rental charge of only Rs 249/- with unlimited data usage. Providing 2Mbps speed upto 1GB of data and 1Mbps beyond, installation charges will be free during the promotional period.
The plan will continue till October 31 next.
Awareness cum cultural prog by APWS
ITANAGAR, Sep 09: All Puroik Welfare Society (APWS) organized its maiden mass social awareness programme cum cultural night at Nyokum Lapang ground, Seppa from September 1 to 7.
Local prominent singers Pebi Ado Bamang, Bamang Ama, 2nd runners up in Nyishi Idol and Likha Yari, Nyishi Idol performed on September 3 evening.
The Society appealed to the State Government to support and encourage such cultural programmes in future.
APWS expressed gratitude to EKSWCO leaders, district administration, police department and various organizations for extending whole-hearted support to the organizing committee for grand success of the programme.
Extraction of medicinal plant resources, wildlife hunting in Upper Siang
YINGKIONG, Sep 09: Extraction of medicinal resources, especially 'Paris Polyphylla', hunting of wildlife, use of explosives and bleaching powder for fishing in the rivers and streams within the Jurisdiction of Upper Siang district have been banned. This was resolved in a meeting of the GBs, PRI members and public leaders held here on Thursday, reports DIPRO, Yingkiong.
Lamkang Youth brigades have been entrusted to deal with the violators in their respective areas.
AAPWU raises voice against decisions of the Board meeting
ITANAGAR, Sept 9: The All Arunachal Pradesh Workers' Union (AAPWU) has sought cancellation of all business transactions taken up during the 16th board meeting of Arunachal Pradesh Building and Other Construction Welfare Board (APB&OCWWB) held on June 16 last.
In its representation to the secretary, APB&OCWWB, the union claimed that only three members of INTUC, two representatives from AAPWU and only four members of the Board were present in the meeting defying rule.
As per rule 256 (3) under the Building and Other Construction Workers (Regulation of Employment and Condition of Service) Act, 1996, no business shall be transacted at any meeting of the Board unless at least six members are present. However, in the said board meeting only four Board members were present and took the decisions for taking up several schemes in violation of rules, the Union said.

Toppers of DNGC felicitated
ITANAGAR, Sep 09: The toppers in RGU examinations of Dera Natung Govt. College (DNGC) were felicitated in a function organized at Jubilee Hall of the college here on Friday.
Two types of awards were given away. The Principal's Merit Award was conferred to individual college toppers from each stream, which comprises mementos and cash award of Rs. 5000.
The recipients of Principal's Merit Awards were Dhoni Bushi, Kesang Daldon Damo and Abhisweta Bhatt for BA., B.Com and B.Sc. respectively.
Under the newly instituted Students' Academic Performance Credit (SAPC) Scheme, which exempts admission fees of individual toppers of I, III, & V, and II & IV semester of BA, B.Com and B.Sc. of the college, Bos Frontalis award for BA was given to Jonam Pordung and Sonam Sharma of 2nd semester and Vijay Tana Tara of IVth Semester; Hornbill Award for B.Com was given to Tana Pina of 2nd semester and Nang Nommita Munglang of 4th semester. Foxtail Orchid Award for BSc was given to Dai Tami of 2nd semester and Junti Bora of 4th semester.
Director of Higher and Technical Education Dr. Tejum Padu, who attended the function, lauded the initiative of the college which will go a long way in encouraging the students in achieving academic excellence. He exhorted the students to study hard.
Addressing the students, Principal in-charge Kumar Tok asked the them to study hard and fulfill their parents' dreams and expectations.
Earlier in his welcome address, Dr. BL Behara, HoD (English) said that such programme motivates meritorious students to perform better and inspire other students.
An orientation programme for the first semester students was also held followed by a sensitization programme for students on college and RGU semester examination system.
The faculty members of all the streams conducted two technical sessions. The first technical session included presentation on general discipline, selection of courses and subjects, class timetable, co-curricular activities and library while the second session focused on university semester examination system.
Digital Lohit Weeks concludes
TEZU, Sep 09: The Digital Lohit Weeks aimed at transforming the district into a digitally literate one ended here with distribution of certificates to the trainees.
Training were imparted on basic ICT application for office works to 35 teachers--one each from Govt. Upper Primary Schools to Hr. Sec. Schools of Lohit-and on Arunachal Pradesh Payroll Software to 36 Account staff of all the DDOs of Lohit district during the 3-week-long programme.
Chief Conservator of Forest Dr. K Kire, who attended the valedictory function, appreciated Lohit Deputy Commissioner Danish Ashraf for the Digital Week programme in order to achieve the goal of Digital India programme envisioned by Prime Minister Narendra Modi.
Deputy Commissioner Danish Ashraf emphasized on use of Payroll Software by the Account staff of DDOs in their respective offices within November this year.

Educational prog on library service
ITANAGAR, Sep 9: The district library Namsai in collaboration with ICDS unit of Namsai and Chowkham today organized user's education for adolescent girls of Namsai area. Around 50 teenage girls participated in the programme held in the reading block of the district library. Librarian S Mukhopadhyay explained the benefit of public library services for the teenagers.
He suggested students to avail library services at least one hour in a week which will promote reading habit amongst the students and youths. He emphatically said proper use of library will help development and empowerment, create awareness about health, hygiene, family and child care. Uses of the library resources both imprint and electronic version were also demonstrated during the session. While appreciating the efforts, EAC Namsai, Jayanti Pertin requested the gathering for optimum use of healthy library resource of district library, Namsai. She said that every child has a dream and library is the only institution which can help them to achieve the goal. CDPO Namsai W Khimhun enthusiastically appealed to the young girls to use library as part of their daily life. She further requested library authority to conduct such awareness programme as frequent as possible which immensely helps youth of the area.
AEKSU calls on Education Minister on shortage of teachers
ITANAGAR, Sep 9: Citing shortage of teaching staffs and insufficient infrastructures in the schools of East Kameng district, the All East Kameng Students' Union (AEKSU) has called on the Minister Education Honchun Ngandam to address the problems.
In a release, AEKSU president Karbia Sonam stated that the Minister Education assured to fulfill the grievances as early as possible. Participating in the discussion, Director, Elementary Education assured to place the matter within a week to the Secretary Education.
Among others AAPSU president, Kamta Lapung was also present in the discussion.
Viswakarma Running Football Trophy
ITANAGAR, Sep 09: The 22nd Viswakarma Running Football Trophy organized by Lion Club of Chimpu will begin on September 11 at KV No.2 playground, Chimpu.

ITANAGAR, Sept 9: Altogether 20 members of registered cooperative societies participated in a 10 days short term course on computer application training programme which concluded at APCTC, Naharlagun on Friday. It was organized in collaboration with National Council for Cooperative Training (NCCT).
APFA's 2nd phase selection trials from Sept 12
ITANAGAR, Sep 9: Arunachal Pradesh Football Association (APFA) will conduct the 2nd phase of selection trial to select the state football team for the upcoming 7th Dr. T Ao North East Football Championship.
The selection trial will be conducted among the 35 short-listed players at Sangey Lhaden Sports Academy from September 12.
Dr. T Ao North East Football Championship will be held at Rajiv Gandhi stadium Naharlagun from October 15 to 26, wherein all the 8 North East states, including Sikkim, will take part.

Replace IMC volunteers with Itanagar traffic warden
Dear Editor,
This is in response to an article titled "Hassling parking fee" by one Repak Siga. Understanding his pain and agony I would like to share some instances which would question the rationality behind such parking fees.
Every evening I go to bank tinali to get my newspaper (Arunachal Times) as I have
subscribed it from a retailer. For receiving this service I pay Rs 90-
Adding to that, it is worth mentioning here the agony of one shopkeeper whom I met
near the secretariat office. His shop is situated on the other side of road. He sells
pan for his living which costs only Rs 10. When I stopped at his shop he requested
me not to give the parking fees. Curiously I asked him the reason then he replied
that due to such parking fees customers are driven away, because customers only go
to places like Askashdeep, Legi complex to get their required stuffs. The places
which have less market prospects, like his, are worst hit. Rightly so, why we, as
a rational consumer, will stop by the places to buy a 10-
Thus by contemplating both the example we could notice that the victim of these parking fees is only poor’s. It is regressive form of fee. It should be done away with. But now the pertinent question arises who will manage the parking chaos?
No doubt we need a good parking system and the volunteers deployed by IMC is doing a decent job. But often they have been accused of having foul mouth with lack of professionalism and manners. Thus best answer to this would be by giving additional powers to traffic warden which should encompass parking management. Instead of giving parking fees to IMC volunteers we would be happy to see the salary rise of traffic warden, regularization of their jobs and increase in man power of warden. And if the above mentioned incentives come at the cost of our pocket money, we are happy to give that, for it is actually the traffic wardens who are bringing some stability in the traffic and parking chaos. IMC volunteers are just running a parallel system which is irrelevant and money minting machine for a selected few.

This is in response to an article published in your esteemed daily titled "Governor's Intervention Sought”. I have a few points to make in this regard:
1. Age factor: Our age is already crossing the prescribed limit, including the relaxed age limit. The younger candidates may please understand this that it was our last attempt to get a job.
2. APPSC or Department: Our age is anyway crossing the limit. Whether it is re-
3. Merely on apprehension of malpractice it cannot be said that the department will choose candidates selectively. It should be noted that APPSC took almost three years to conduct the just concluded Civil Service Examination. The result was that those who prepared well earlier could not hold the tempo on and many deserving candidates couldn't make it at last.
4. This interview is being conducted after a gap of almost 4 years since the last
interview for some subjects. We have been waiting for this interview with B.Ed Certificate
in our hands since so long. Re-
5. If the interview is to be cancelled, then all the previous interviews w.e.f. 2010 must be cancelled. And the post thus vacant must be filled through open competition and with extended age relaxation for candidates who would be crossing the present upper age limit.
I therefore request all those who are intending to fight against this recently conducted interview to pause and contemplate, think emphatically for us also, for one day many of you will be finding yourself on the same stage where we are now.
